The National Health Insurance Fund (CNS) in Luxembourg is accelerating the digital transformation initiatives to enhance health care accessibility and operational efficiency.
A cornerstone of this initiative is the progressive implementation of the ‘Paiement Immédiat Direct’ (PID), the optional third-party payment system. Under this system, the CNS directly reimburses health care providers for covered services at the point of care, eliminating the need for patients to advance payment. In response to patient interest, the CNS has improved the provider directory ‘doctena’, enabling patients to easily identify healthcare professionals participating in the PID system.
A further initiative of digital transformation was enhanced through the collaboration with the Association of Doctors (AMMD). A significant milestone was reached on October 30, 2024, with the envisaged integration of the Digital Health Network (DHN) app into the CNS’s digital infrastructure. This AMMD co-developed app allows patients to book appointments and to access medical documentation, including bills, prescriptions, and test results, streamlining communication between patients and doctors while reducing paper-based processes.
Beginning July 1, 2025, doctors must adopt standardized digital forms for communication with the CNS. This mandate requires the submission of structured data through a secure national electronic health data exchange platform. The regulation maintains flexibility by providing exceptions for force majeure situations or home visits.
